Allpass filters are unusual filters in that they don't actually attenuate any frequencies, but instead change the phase of the signal. On a single signal this can't be heard, but when the original signal is mixed back with the filtered signal a phaser effect can be heard.

Allpass Filter are often used in reverbs and phasers. The former, because a single Allpass Filter can slightly delay some frequency bands, and when this is stacked with many other Allpass filters, a smearing can take place. The phasers often use Allpass filters to take advantage of the phase difference. Stacking a lot of Allpass filters with carefully chosen centre frequencies can result in a distinctive sound, that is often heard in electronic music.

Another use for Allpass filters is if you pass them through additional DSP functions that are sensitive to phase. Example's include the shapers, Non-Linear and cross modulation DSP Blocks.
