I noticed some TOC work going on here. Is this work in progress? Should I leave the code alone? Currently it is creatiing a bunch of blank lines.

The code stops the text wrapping around the TOC. The table code shouldn't have too much of an effect on the vertical spacing, but should sort out horizontal spacing.

It's good for pages with large TOC's.
